"How will decisions be made? Surely we can't expect to reach unanimous agreement on every issue."
"An excellent question," Drakon responded, his mental voice projected so all could hear. "We've developed a system of weighted voting, taking into account population distribution, resource management, and the potential impact of decisions on both races. Transparency will be key - all council proceedings will be open to the public."
As the discussion continued, Aria found herself mediating between different factions, addressing concerns, and outlining the council's structure. It was challenging work, but she felt a growing sense of accomplishment as understanding and enthusiasm began to build among the delegates.

As if summoned by their conversation, a group of young hybrids flew past, their laughter carried on the evening breeze.
